If you really want to run apps on Microsoft Surface RT tablet that has a jailbreak label, you will have to run Windows RT jailbreak tool first, discovered by C. L. Rokr. This jailbreaking tool has been posted on the XDA Developers forums; there you will get installation directives and instructions as well as FAQ.
